INVITATION TO PARTICIPATE IN THE ARTISTIC PROJECT „POSSIBILITY OF THE  CITY“ BY CROATIAN and MOLDOVAN ARTISTS Tonka MALEKOVIC and Ion  FISTICANU, curated by Natasa BODROZIC

OBERLIHT, Moldova Young Artists Association launches the CHIOSC project with an artist in residency program. Within the project, young Croatian artist Tonka MALEKOVIC is coming to residency, to visit and explore Chisinau and make a collaborative project with Ion FISTICANU, artist from Moldova. Every day they will be walking in the City, spotting places for the game of „building cities“, intervening in different public spaces. Small, imaginary cities are going to be built all around the City of Chisinau, by Tonka Ion and everyone who joins them, as traces of their movement. All the new cities will be photographed and exhibited in a form of a visual installation in the CHIOSC and in mObile gallery. Everyone is free to take his or her own pictures too.

There are two ways to participate in this project: you can join the artists on their city walks or to take part indirectly, by building cities on your own, then taking photos of it and sending them to the e-mail address: possibility.of.the.city@gmail.com

SOSTENUTO, NOUVEAU PROJET EUROPEEN

 Le Relais Culture Europe coordonne en France le nouveau projet européen « Sostenuto penser la culture comme facteur d’innovation économique et sociale« . Ce dernier propose d’expérimenter des pratiques innovantes comme les clusters, couveuses, systèmes d’échanges non-monétaires ou nouveaux modes de gouvernances, dans le secteur culturel, de modéliser ces expériences et de favoriser leur dissémination et leur appropriation dans l’espace méditerranéen et au-delà.

Quatre laboratoires permettront d’appliquer ces pratiques innovantes : une couveuse d’activités et d’entreprises culturelles à Marseille (13), un cluster regroupant des entreprises dans le domaine des métiers d’art à Chiusi (Italie), un système d’échange local non-monétaire à Ljubljana (Slovénie) et la mise en place de nouveaux modes de gouvernance au Monténégro et en Italie.

Sostenuto, New European Project

The Relais Culturel Europe is co-ordinating in France the new European project Sostenuto « Think of Culture as an Economic and Social Innovative Factor ». The project proposes experimenting with innovative practices such as clusters, incubators, non-monetary exchange systems or new modes of governance in the cultural sector, to make models of these experiences and to encourage their dissemination and their appropriation in the Mediterranean space and beyond.
Four laboratories will enable the application of these innovative practices: an incubator of cultural activities and enterprises in Marseille, a cluster regrouping enterprises in the field of art professions in Chiusi, Italy, a system of local non-monetary exchange in Ljubljana, Slovenia, and the setting up of new modes of governance in Montenegro and in Italy.

OBERLIST, CULTURE OF YOUTH; ART AND CULTURAL POLICIES

 Oberliht is an association that regroups young artists in the Moldavian Republic. Since 2002, Oberliht has been developing a Diffusion List on the culture of youth, art and cultural policies, a useful instrument for information and professional development of artists and cultural operators in the country. « Oberlist » is today a portal for art and culture in the Moldavian Republic, and represents a free electronic service, destined for artists, exhibitions commissioners, cultural producers, and cultural managers, etc., in the European space but also in the Caucasus, Turkey and other regions of the world, establishing the premise of future collaboration at European level.

Oberlist offers actors in the artistic and cultural domain an efficient method of medatizing their activities and promoting their structures and their projects, in order to identify new partners and reach a larger public. The Oberlist portal also offers an interactive space open for discussion and debate on the cultural scene in the Moldavian Republic. The moderators of the list encourage the expression of a critical and participative attitude.

OBERLIST – CULTURE DES JEUNES, ART ET POLITIQUES CULTURELLES

Oberliht est une association qui regroupe des jeunes artistes de la République Moldave. Depuis 2002, Oberliht a créé une liste de diffusion (Oberlist) concernant la culture de la jeunesse, l’art et les politiques culturelles, un instrument utile pour l’information et le développement professionnel des artistes et des opérateurs culturels du pays . Aujourd’hui, Oberlist, portail de l’art et la culture en République Moldave, représente un service électronique gratuit, destiné aux artistes, commissaires d’expositions, producteurs culturels, managers culturels, etc, de l’espace européen mais également du Caucase, de la Turquie et d’autres régions du monde établissant de ce fait les prémisses d’une future collaboration au niveau européen.

Oberlist propose aux acteurs du domaine artistique et culturel une méthode efficace pour médiatiser leurs activités et promouvoir leurs structures, leurs projets, pour identifier de nouveaux partenaires et pour toucher un plus grand public. Le portail Oberlist propose également un espace interactif ouvert pour des discussions, des débats sur la scène culturelle de la République Moldave. Les modérateurs de la liste encouragent l’expression d’une attitude critique et participative.

Nouvel ouvrage de Jean Hurstel //France

« Une nouvelle utopie culturelle en marche ? Essai sur une autre vision de l’action culturelle en Europe »

Le dernier ouvrage de Jean Hurstel, intitulé « Une nouvelle utopie culturelle en marche ? », vient de paraître dans la collection « La culture en question » aux Editions de l’Attribut. Incontestablement en fin de cycle, l’édifice culturel français, essentiellement basé sur l’offre artistique, vacille sous les coups de boutoir de la politique conduite en France depuis mai 2007. Cinquante après la création du ministère de la Culture, le souffle utopique initié par André Malraux est retombé.

Pourtant jamais la culture n’a joué un rôle aussi important. La capacité d’inventer s’ouvre à des horizons nouveaux : les villes s’inscrivent dans le réseau des « villes créatives », la rue se couvre de spectacles, les friches industrielles se métamorphosent en nouveaux territoires de l’art, les banlieues deviennent des lieux de culture et les politiques européennes prennent en compte le « dialogue des cultures ». Toutes ces initiatives et projets, souvent minorés, constituent pourtant le ferment d’une nouvelle utopie culturelle en marche.

Jean Hurstel milite pour tenir compte des dynamiques qui se jouent d’abord sur les multiples terrains du réel, avec l’échelle européenne comme espace d’organisation collective et de mise en réseau.

New book by Jean Hurstel : « Une nouvelle utopie culturelle en marche? Essai sur une autre vision de l’action culturelle en Europe » (A New Cultural Utopia in Motion ? An Essay on a Different Vision of Cultural Action in Europe)

The latest book by Jean Hurstel entitled « Une nouvelle utopie culturelle en marche? » was just edited at Editions de L’Attribut. Undisputedly comes at the end of a cycle, the French Cultural Edifice, essentially based on artistic supply, and wavering under the negative effects of policies conducted in France since May 2007. Fifty years after the creation of the Ministry of Culture, the Utopian breeze initiated by André Malraux has died down.
And yet, never has culture played such an important role. The capacity to invent opens up new horizons: towns enrol in the network of « creative towns », the street is full of shows, industrial wastelands are metamorphosed into new territories of art, neighbourhoods become venues of culture and European policies take account of « the dialogue of cultures ». All these initiatives and projects, often downplayed, nevertheless constitute the fermentation of a new cultural Utopia in motion.
Jean Hurstel militates to ensure that the dynamics that are being played on the multiple terrains of reality are taken into account, with the European scale as a collective organization space and a network.

«Démarches artistiques et régénération urbaine»

Rencontres organisées par «Zutique Productions et le groupement Artfactories/Autre(s)pARTs en partenariat avec l’Institut des Villes, la Ville et l’Opac de Dijon» autour de plusieurs thématiques particulières, à travers des réunions plénières et des ateliers-débats.

La problématique centrale des rencontres nationales de Dijon s’oriente sur les relations entre les opérateurs du champ culturel, du renouvellement urbain et du logement social. Nous souhaitons voir au travers des expériences de chacun, comment les acteurs du champ culturel prennent en compte la régénération urbaine dans leurs projets. A l’inverse, comment les professionnels du  renouvellement urbain appréhendent les champs artistique et culturel ? Quels projets peuvent  émerger entre ces différents acteurs? Quels en sont les déclencheurs ? Quels sont les intérêts  pour les uns et les autres ? Comment redonner la parole et la place aux habitants dans ces projets? Quels peuvent être les effets sur ces territoires, au niveau économique, social, culturel et politique?

Vrem ca oamenii să răsfoiască texte mai puţin cunoscute, să afle idei mai puţin popularizate. Vom avea antropologie culturală, teorie socială, ecologie şi dezvoltare durabilă, vegetarianism, comunităţi şi stiluri de viaţă alternative etc.

O parte din bibliotecă va fi dedicată conceptului do-it-yourself – texte si fanzinuri făcute cu mijloace proprii, care circulă mai ales din om în om şi care nu ajung la marile edituri.

Biblioteca Metropolitană se alatură demersului nostru stradal, contribuind cu albume de fotografie şi cărţi despre istoria Bucureştiului.

Vom avea alături de noi şi un distro DIY, iar biblioteca alternativă va conţine surprize pe care le puteţi lua acasă!

Hosted by Dr Mike Phillips OBE, British novelist, historian and curator.Following their presence in the Roma Gypsy Survival Strategies series of events at the Royal Institute of British Architects (RIBA) and the London College of Fashion (see details below), architects Catalin Berescu and Alexander Valentino, and their guests bring images and stories from Romania, for an honest discussion on the subject of the Roma Gypsy ghetto.

The Roma Gypsy are probably one of the most widely known but misunderstood communities around. From the fiery rhythms of their music to their perceived way of living and spirit of independence, the Roma have always exerted a fascination on the city dwellers in the West – from artists, writers and musicians to New Age travellers, bringing the proliferation of Gypsy-style or Gypsy-inspired music, the so-called bohemian fashion or boho-chic, and the enduring myth of boundless freedom.

Yet the people who provided the inspiration for these fashions remain most of the times an exotic enigma, and it seems almost nobody wants to exchange exoticism for harsh reality. The vision of the Roma Gypsy ‘nomadic way of life’ is too attractive, so many fail to notice the poverty in which the vast majority of the Roma live. They occupy a real ‘Archipelago of Poverty’, as one Romanian architect put it – collections of shacks and dilapidated buildings in urban and rural areas. In striking opposition to the shaggy, crumbling outdoors, the interiors are usually unexpectedly colourful and neat. The houses are under continuous construction or reconstruction, swiftly and pragmatically adapted to the scarce resources available.

Bearing testimony to the tenacity and inventiveness of the Roma Gypsy ghetto, this discussion hopes to offer answers to how the invisible and the exotic can be translated in terms of real policies addressing real problems.

The guests from Romania in the Roma Gypsy Survival Strategies event are writer and Delia Grigore (writer, philologist, academic and Roma rights activist), anthropologist Vasile Ionescu, sociologist Florin Botonogu, and architect Catalin Berescu. Special guest is architect Alexander Valentino. They will make a series of presentations in a seminar taking place at the London College of Fashion, on Tuesday 23 June 2009. Conférence de presse « Pour une Europe de la Culture »

Dimanche 12 juillet 2009, 15h – 17h – Cour du cloître Saint-Louis – Avignon

Dans un contexte de redéfinition par l’Union européenne et ses Etats membres des bases du projet européen, il est essentiel que le secteur artistique et culturel se mobilise et contribue à ces débats. La conférence de presse « Pour une Europe de la culture » entend, dans ce cadre, ouvrir un espace de réflexion et d’échange sur la place constitutive de la culture dans ce projet.

Les deux années à venir vont être consacrées, par l’Union européenne et ses Etats membres, à l’évaluation des choix politiques, stratégiques et budgétaires faits depuis dix ans, ainsi qu’à la définition d’un nouveau projet européen. Le travail autour du programme Culture est d’ores-et-déjà engagé, en lien avec la mise en œuvre de l’Agenda Culturel européen et l’organisation du second Forum Culturel Européen, en septembre 2009, à Bruxelles. Ces deux années représentent, pour le secteur artistique et culturel, un moment essentiel de mobilisation et de contribution.

En effet, si les enjeux culturels semblent plus présents aujourd’hui dans les débats européens, la place de la culture doit encore être renforcée et, plus largement, profondément repensée au regard de la définition d’un nouveau modèle économique, industriel et social européen, et, au-delà, de la place constitutive de la culture dans la définition et la construction d’une Europe politique et citoyenne. Cette mobilisation semble d’autant plus importante que le contexte de crise peut amener à une rapide évolution des termes du débat européen, dans le sens d’une totale absence de la question culturelle.

Le Relais Culture Europe et ses partenaires proposent, à partir d’un travail collectif engagé depuis avril 2009, de mettre en débat ces enjeux auprès d’artistes, professionnels, intellectuels et politiques, nationaux comme européens, lors d’une conférence de presse organisée à Avignon ce 12 juillet. Cette conférence de presse entend donner à voir l’étendue et de la profondeur des questions culturelles européennes, poser la question de ce que pourrait (et devrait) être, dans ce cadre, un programme culturel européen, et enfin favoriser, à travers l’implication des acteurs culturels, la constitution pour la culture d’une société civile européenne organisée et contributive pour les années à venir.

Animée par Arnaud Laporte, cette conférence de presse se tiendra de 15h à 17h, dans la cour du cloître Saint-Louis, le 12 juillet prochain. Elle réunira Madame Catherine Lalumière (présidente du Relais Culture Europe), les réseaux contributeurs partenaires du Relais, deux représentants du Parlement européen et Madame Odile Quintin (directrice générale de la direction générale Education et Culture de la Commission européenne).
