Twelve links toward urban policy

The Lisbon treaty promises more power for cities and regions. Time to map the efforts made in favour of local cultural policies. Of these, Agenda 21 for culture is the most venerable. In addition to a dozen or so provinces and regions, 150 cities in the world have subscribed to the declaration: about two third in Europe, with four cities in our region: Novi Sad, Pécs, Riga and Tallinn (plus the Vojvodina region in Serbia).

The relatively modest penetration of Agenda 21 in the Anglo-Saxon world can be attributed to the creativity hype, discussed by Gottfried and Philipp in the liveliest section of Report 5, issued at the 5th anniversary of the Agenda.

Europe was the partisan of the creative city concept, before the show was largely stolen by America – also scene of the next creative city summit in April. (A speaker at the Prague forum keeps striving for Europe.) Embarrassingly, Unesco, too, administers a list of creative cities. Of the 19 holders of the title eight are from Europe (none from our region). Not to speak of the British Council, whose creative city project has gained considerable acclaim in eastern Europe. Although the scheme is not confined to our region, we seem to be a priority target area.

La 63 de ani, Ion Barladeanu expune la Londra alaturi de lucrarile lui Andy Warhol si Marcel Duchamp, si vinde colaje cu 3000 de euro bucata. A fost gropar, hamal in port, „scriitor” de cruci. A locuit pana de curand la o ghena de gunoi de pe Mosilor. Descoperit acum doi ani de artistul Ovidiu Fenes. Curtat jumatate de an de galeristul Dan Popescu. Este eroul documentarului „Lumea vazuta de Ion B.”, realizat de Alexander Nanau, produs si difuzat in prezent de HBO. Dupa Londra si Basel, se pregateste sa-si arate lucrarile si la Paris, unde e curios sa vada atelierul lui Brancusi. N-ati mai cunoscut oameni liberi? Lui nea Ion i-a placut toata viata sa fie „ca pasarea cerului”, dar de-abia la batranete i-a suras sansa.

Dupa 20 de ani de la caderea Zidului de la Berlin, Serviciul de Graniceri al Republicii Moldova a definitivat documentatia necesara pentru indepartarea sårmei ghimpate si i-a transmis-o pe 21 decembrie premierului Vlad Filat. Seful Guvernului de la Chisinau ceruse cu o saptamåna in urma lichidarea acestei sechele a imperiului sovietic dintre Romånia si R. Moldova.

Les journées du 10 et 11 décembre 2009 ont lancé la phase de préfiguration de SmartCity à la CIUP [2009-2010], avec une nouvelle série de chantiers artistiques intitulée Territoires mobiles.

Deux jours durant lesquels les artistes ont pu parcourir et découvrir le terrain d’expérimentation Cité internationale – Gentilly – Arcueil, échanger entre eux mais aussi avec les habitants et les acteurs locaux. Ce fût le moment des premières réflexions en vue du workshop de recherche sur le thème de la mobilité qui débutera le 22 janvier 2010. 

Dès lors, les artistes s’engagent dans un travail collaboratif d’expérimentation in situ et de relecture sensible et artistique du territoire. Leurs actions seront motivées par une interrogation : Quel est l’impact des technologies mobiles sur notre perception des territoires, sur l’aménagement urbain et sur nos modes de vie ?

SmartCity à la CIUP accueille Adelin Schweitzer, Antonin Fourneau, Ulrich Fischer, le collectif Pied la Biche, Studio 21bis et Pixel 13.

Viata de zi cu zi este resursa. Oamenii sunt experti ai vietii de zi cu zi. Nu-i.ignora! Comunitatea de creatie aduce impreuna experti ai vietii de zi cu zi si artisti independenti. Oricine poate fi creator in spatiul sau comunitar – are dreptul, libertatea si responsabilitatea. Auto-organizarea spatiului comunitar poate fi privita ca ARTA. Libertatea de expresie impune auto-determinarea, auto-reprezentarea comunitara. Strada este arta lucrurilor marunte. Scrie MICROISTORIA strazii. Strada este ARTA. FORMA si CONTINUT in acelasi TIMP! Notiunea de BINE (Etic) este la fel de importanta ca si cea de FRUMOS (Estetic). FII LIBER! Supune criticii orice autoritate! Democratia participativa ia atitudine in fata sistemelor instituite. Black/North SEAS expedition in 2010
“In 2010 we will return to the Ukraine and Turkey. We will also venture for the first time into Georgia. SEAS will be transformed from a mobile festival of fifteen productions into a tight group of artists, technicians, researchers and partners traveling along the Black Sea coast in buses.

The expedition will animate at least three cities, opening public space to artistic experience and creating encounters between European artists and citizens living on the outer edges of Europe.

Further documentation of Black/North SEAS will be designed and distributed during 2010, including short films, photos and texts from various conferences and seminars.

The next SEAS Partners meeting will take place 11-13 February 2010 in Stockholm. We will evaluate the work done and clarify what is necessary to realize the last events of SEAS within the framework of our EU financed project, during 2010.
